vCPU hot-added to a RHEL6 system is not activated
Issue
- When hot adding a new vCPU to a RHEL6.3 system it is not activated.
- If the machine is freshly booted it works. But when the machine is up for more than 24 hours it does not work.

- Red Hat Enterprise Linux (RHEL) 6
