Clustered filesystem resources are being unmounted by systemd before pacemaker is stopped during a graceful shutdown

During a graceful shutdown, cluster filesystems are unmounted by systemd before the pacemaker is stopped.
This is causing the cluster applications that are dependent on the filesystems to hang/crash the system.
