[Satellite6] Clients repeatedly failing to fetch a big package from On Demand repository from Capsule
Issue
- having a big package in a repository with On Demand download policy
- repository synchronized properly to a Capsule (just metadata, not the big package yet due to the policy)
- trying to install the big package by multiple clients registered to the Capsule repeatedly fails / never succeeds
