Destination policy for gcInactiveDestinations does not honor wildcards

Issue

• We want to GC/discard all inactive queues after 30m of inactivity, but disable it for virtual topic queues.
  We tried different configurations, but all either discard all queues or don't discard any, none honor the wildcard for retaining vtopic queues.
