Permissions to bind to ephemeral ports are granted to daemons
Issue
Although SELinux documentation claims the policy only allows daemons to bind to some ports based on SELinux labels, it is actually possible to bind to ports with number 32768 or higher, without checking the label. This feature does not seem to be documented anywhere.
