Satellite cloned from RHEL6 runs duplicate sync tasks for each and every repository in a Sync Plan

Issue

• having Satellite6 originally on Red Hat Enterprise Linux (RHEL) 6
• using satellite-clone to clone the Satellite to another machine
• having a Sync Plan (either on original Satellite or newly created on the cloned one)
• the cloned Satellite - whenever it is executing the Sync Plans - generates for each repo to sync one extra foreman task that fails
