After following the restore procedure in the Back up and restore the Director Undercloud guide, future overcloud deployments hang and fail.
HTTP 403 errors are reported in the os-collect-config journal/log output.
Overcloud deployment hangs on heat SoftwareDeployment or StucturedDeployment resources.
