net-snmp configuration lost after power failure following the creation of a user

Issue

• SNMPv3 user disappears after forced termination of the system: when I create a user with net-snmp-create-v3-user, then start snmpd and then immediately the power is cut off (i.e. by hardware failure or force poweroff of a VM guest), then the user does not exist once the system is booted.
