Why ctime and mtime of each files under "/dev" are updated on every reboot ?

Issue

  • After every reboot time stamp of all files under /dev/all-sub-dirs changes.

    • Can a reboot change the timestamp of all the devices in /dev file-system ?
    • Is there any script which is active at the time of reboot which probably causes above change in timestamp?
