Changing RabbitMQ environment configuration with Director

Issue

RabbitMQ is known to be very sensitive to network flaps. Increasing the timeout (among other things) can help to stabilize the cluster. Doing it with Director is ensuring that the configuration is persistent accross deploys and updates.
