Running OpenShift containers lose CPU quota when systemd is reloaded

Issue

  • A few OpenShift nodes are running very slow where heavy work is occurring. We observed very high load on those nodes. Why is this happening when the containers are supposed to have a CPU quota set?

  • OpenShift Container Platform 3.4, 3.5, 3.6
  • docker-1.12.6-31
