katello-agent disables repos when katello is unreachable

Issue

The self registered Satellite upgrade includes the 3 steps
- yum downloadonly rpms
- katello-service stop
- yum update --cache
The last step does not work, because all redhat repos are getting disabled when you do any yum action when satellite is stopped
