katello-agent disables repos when katello is unreachable
Issue
- The self registered Satellite upgrade includes the 3 steps
yum downloadonly rpmskatello-service stopyum update --cache
- The last step does not work, because all redhat repos are getting disabled when you do any yum action when satellite is stopped

- Self registered Red Hat Satellite 6.2
- katello-host-tools-3.0.1
