CPU frequency scaling not working in the Xen kernel

Issue

CPU frequency scaling does not appear to work in dom0 of the Xen kernel. All my CPUs are running at a high clock speed even though cpuscaling is enabled.

Environment

RHEL5 on a machine with greater than 32 processors
