Running redeployment of app with persistent storage fails in OpenShift Online v3

Issue

• Successfully deployed an application. Later mounted a PVC; whenever I trigger a re-deployment, it fails
• Although new application deployment would go successfully, each redeployment (change of configuration, mounting a new PVC) would fail

Failed to attach volume -- Error attaching EBS volume to instance -- volume is already attached to an instance to an instance status code: 400
