Issue

updated some *proton* packages from upstream to some Content Hosts
practically all Content Hosts running goferd / katello-agent start to get connection drops from Satellite/Capsule
further checking revealed qdrouterd on Satellite/Capsule consumes lot of CPU, while keeping multiple connections from each of many Content Hosts

katello-agent installed on Content Hosts
- some or many such Content Hosts have python-qpid-proton and qpid-proton-c packages from (Fedora) upstream (not from Red Hat)
