Issue

We have setup RH-SSO in standalone clustered environment with two nodes, if we restart our failover node, our primary node loses its offline sessions. We expect to be able to start and stop 1 node and have it return with all sessions in tact.
We have set our owners to 2 for distributed-cache offlineSessions under cache-container keycloak as an attempt to survive restarts as per documentation however this is not working.
Does changing the number of owners on the distributed-cache requires a full outage ?
