metrics not being returned as expected in 3scale

Issue

• We have a plan with a feature metric enabled, and it is not being returned when we hit /transactions/authorize.xml.
• feature_macromeasures You can see in one user call on one plan, it comes back, with another user on another plan (though the metric is enabled on both) it doesn't come back.
