Intermittent % sys getting high resulting slow respone from oracle RAC system's.

Issue

• Occasionally performance will be heavily impacted because of high %sys.
• Huge number of partitions under /proc/partitions.
• Whenever the problem occurs Oracle Database goes into hung state & the only way to come out of the situation is to restart the application.
