User namespaces no longer work in RHEL 7.4

Issue

  • unshare --user returns unshare: unshare failed: Invalid argument
  • user_namespace.enabled=1 in grub but commands fail

Environment

  • Red Hat Enterprise Linux 7.4
  • kernel-3.10.0-693.el7 and greater
