Solution Verified - Updated -

Issue

When  launch system-config-users the following message comes :

The user database cannot be read.  This problem is most likely caused by a mismatch in /etc/passwd and /etc/shadow.  The program will exit now

looking at the content of both file and they have the same entries.   execute pwck and it return the following :

user adm: directory /var/adm does not exist

user news: directory /etc/news does not exist

user uucp: directory /var/spool/uucp does not exist

user gopher: directory /var/gopher does not exist

user pcap: directory /var/arpwatch does not exist

pwck: no changes
