Why does anaconda run in text mode for 'keyboad' and 'time-zone' selection in a kickstart installation even if the kickstart file has the directive 'graphical' in it ?

Why does anaconda run in text mode for 'keyboad' and 'time-zone' selection in a kickstart installation even if the kickstart file has 'graphical' in it ?

The kickstart file does not have details on language and keyboard selection so that it prompts for the details. But even though it is a graphical installation, why are these details prompted in 'text' mode ?
