How to delete instances and clean up quota database with SQL statements?

Issue

• Instances won't delete with either nova delete or openstack server delete.
• Instances have failed building and need to be forcefully deleted.
• Instances have been manually deleted in the database but the quotas are still not updated.
• Modify quota usage for instances, cores, and RAM for instances that have previously been deleted.
