Gluster volume set op-version failed

Issue

The below command will failed when try to set op-version to a NEW-VERSION

# gluster volume set all cluster.op-version <NEW-VERSION>
volume set: failed

Although the command fails, but the op-version actually got bumped up. There are no problems functionally

Environment

Red Hat Gluster Storage 3.1.1
