Messages disappear if sent to a durable queue while no subscribers are active
Issue

Application is running on EAP6 and sending messages to MRG-M and messages are flowing happily when subscribers are attached to the queues

If the subscribers are down (simulating an outage) the messages disappear instead of being stored in the queue.
