While doing OpenStack HA deployment getting error message "Error: ceilometer-upgrade --skip-metering-database returned 1 instead of one of [0]"

Issue

• While doing Openstack HA deployment (monolithic 3 controller) the deployment is failing - Same as this bug

  mError: ceilometer-upgrade --skip-metering-database returned 1 instead of one of [0]
  

• It does not help as the storage network is configured correctly and Gnocchi is not using Swift .

• Note - the deployment succeeds with one controller and one compute node (no HA). It always fails with this error with 3 controllers (HA)
