UDP connections fail when pods are removed from OpenShift service group

Issue

• When backend pod is down, UDP packets through Service won't go to new backend
• UDP packet through Service always go to first pod
• Two pods in the same project are not able to connect to each other on an UDP port when one of the service pods is restarted.
