Docker daemon hangs when journald dies
Issue
- Docker is still hanging after implementing fixes for 2 bugs, Bug 1427212 and Bug 1457462
- dockerd appears hung while continually restarting containerd
- systemd-journald was restarted and now dockerd hangs
