Unable to start "rhsmcertd" service

Issue

• Unable to start rhsmcertd service with the following error in "/var/log/rhsm/rhsmcertd.log" file:

[ERROR] unable to get lock, exiting

• The system was automatically removed from the Red Hat Hybrid Cloud Console. Afterward, dnf/yum operations on the system started failing with a 403 error:
