mkfs.xfs may not use all space when sunit and swidth are equal on RHEL

Issue

• LVM filesystem size not matching its logical volume size in RHEL 7.1
  We expect that when we create a filesystem with mkfs.xfs its size will match the logical volume size exactly, however we see a difference in RHEL7. We have to use xfs_growfs to match the size.
