Provide yum-plugin-pre-transaction-actions functionality to execute tasks prior to package installation

Issue

• We have various 3rd party rpm packages that require specific task to be run before updating the packages respectively installing them. Rebuilding the rpm packages is not possible and it's therefore a massive amount of work to execute certain activity before the package is installed/updated. Since Red Hat does provide yum-plugin-post-transaction-actions via rhel-7-server-optional-rpms we'd appreciate if similar functionality for pre tasks can be made available.
