RHEL 4 boot hangs at SELinux: Disabled at runtime.

Issue

We shut our RHEL 4 system down, then presented about 8TB of new storage spread across approximately 100 LUNs (from an EMC Clariion array), and then booted the system up.

The system hung in the middle of the boot. Last output on the console:

    EXT3-fs: mounted filesystem with ordered data mode.
    SELinux:  Disabled at runtime.
