net-snmp-perl: missing dependency on net-snmp-devel

Issue

  • net-snmp-cert (part of net-snmp-perl) package, fails to run without net-snmp-config (part of net-snmp-devel).
  • /usr/bin/net-snmp-certcommand of net-snmp-perlpackage requires /usr/bin/net-snmp-config command from net-snmp-devel package but net-snmp-perl package is not a dependency of net-snmp-devel package.
