Apache's error_logs piped to rotatelogs are not being rotated properly based upon file size

Issue

• We've configured our Apache error_log for rotation thorugh rotatelogs based upon file size, for example:

ErrorLog "|/jboss-ews/httpd/sbin/rotatelogs /jboss-ews/httpd/logs/error_log.%Y-%m-%d 1M"

• This does not appear to rotate the file properly though. We see that the same error_file continues to be written to well past the specified 1M threshold.
