Dynamic configuration of a AMQ broker xml file

Issue

• In the documentation, it says that it's possible to configure ( through the xml file) a standalone broker and make the changes activated without restarting the broker.
• Is it possible to do the same in fabric environment?
• Tried to add the following plugin to configuration file but it is not working
