Cannot bring VMs online

In an environment using Ceph as a backend, some VMs are coming up and some VMs are not coming up

The OpenStack environment is using Ceph as the storage backend for the VMs disks

Bonding is used on the Ceph nodes as well as the Overcloud controllers
