"oc create -f xxx.yaml -n openshift" fails on Openshift Dedicated
Issue
When attempting to add a new imagestream to the openshift project as described at the "Creating Image Streams in the Global Project" section.
$ oc create -f xxx.yaml -n openshift
Error from server: error when creating "xxx.yaml": User "username" cannot create imagestreams in project "openshift"
