Satellite uses 'file' instead of tap:aio to deploy PV guests

While using Red Hat Satellite Server(current 5.3) to deploy virtual machines running under Xen, the “default virtual disk configuration” (file based images only) for paravirtualized and fully virtualized guests ends up as below.

It must use tap:aio for para virtualized guests for better performance and "file" for fully virtualized guets only.
