On Red Hat Satellite 6.2 Lot of respository sync tasks goes into pending state for "pulp to start"
Issue
- Multiple tasks such as Repository sync and Content view task goes into paused state giving error of "Waiting for pulp to start"
- Repository sync plan for larger number of repositories goes into pending state
