oc project delete should ask for confirmation

Issue

• In Red Hat OpenShift Container Platform 3.3 the UI was updated to ask the user twice about a project deletion. The oc client should have a similar confirmation mechanism.
• oc project delete <someproject> should ask for confirmation like the UI does.
• The OpenShift UI ask for confirmation by having the user type in the project name it would seem the cli would have a similar technique to mitigate against an accidental project deletion
