local-fs.target stops and RAID filesystems unmount shortly after boot

Issue

  • Shortly after the boot process completes, local-fs.target stops, causing filesystems residing on mdadm software RAID devices to be unmounted.
    • The system reaches the "Reached target Local File Systems" state, but then logs "Stopped target Local File Systems" approximately 2 minutes later.
    • The RAID devices are often found to be in a degraded or "unsafe" state.
