Why the access time of a file does not change in stat outout in RHEL6 even though cat command reads the content of file?

The
statcommand report the same access time. However the access time should change because thecatcommand reads the contents of the file. -
This issue was noticed only on
Red Hat Enterprise Linux 6.3systems and release 5.6 or other versions does not show such problem.
