Virt-who issue after upgrade to 0.19-2

Issue

When trying to start the virt-who daemon, the following error is seen in /var/log/rhsm/rhsm.log:

/usr/bin/virt-who[1159]: [INFO] @main.py:158 - No configurations found, using libvirt as backend

/usr/bin/virt-who[1159]: [ERROR] @virt.py:390 - Virt backend 'env/cmdline' fails with error: no connection driver available for <null>
