Upgrading from RHEL6 to RHEL7 fails with "FIPS integrity test failed" error

Issue

  • On FIPS enabled installations, after upgrading from RHEL6 to RHEL7 using the redhat-upgrade-tool utility, the system fails to boot, printing the following messages on the console:

             Starting dracut pre-pivot and cleanup hook...
