tar command fails to write to the tape device with error - 'Device or resource busy'

• We are using tar command, and Tivoli application to write to the tape devices. Once the tape devices are accessed by Tivoli application, tar command could write to the tape devices only with block size higher than 3000. For any block size less than 3000, the following error message is observed:

$ tar -b2041 -cf /dev/st3 /bin
tar: Removing leading `/' from member names
tar: /dev/st3: Cannot write: Device or resource busy
tar: Error is not recoverable: exiting now
