ARP fails when anycast IP is used

Issue

A DNS server receiving DNS requests on an anycast IP address is trying to send DNS responses. The ARPs for the responses are being sent with please-tell IP addresses of the anycast address,
which is incorrect; it should use one of the system unicast addresses.
