Getting the error 'KusuDB: Operational Error occurred when connecting to the DB' when running ngedit on the Red Hat HPC installer node

Issue

Customer rebooted the Red Hat HPC installer node and now when they try to run the ngedit command they get the following error:

# ngedit

KusuDB: Operational Error occurred when connecting to the DB
       Most likely cause: insufficient permissions for user=apache
could not connect to server: No such file or directory
        Is the server running locally and accepting
        connections on Unix domain socket "/tmp/.s.PGSQL.5432"?

Problems establishing database connection. Error: could not connect to server: No such file or directory
