Neutron NS-Metadata Proxy process should not run before creating guest VMs?

Issue

Before creating any guest VM, the process Neutron NS-Metadata Proxy is not running.
After fresh overcloud deployment, post creation of first guest VM, observed Neutron NS-Metadata Proxy starts running on all controller nodes. Is that the right behaviour?
