Allocate memory(RAM) for Windows 10 VM fails with error: "Memory size exceeds supported limit for given cluster version"

Issue

Cannot create a VM with more than 20GB memory when OS type Windows 10 is setup.

Cannot run VM. Memory size exceeds supported limit for given cluster version.

It is possible to allocate more RAM possible when OS type is setup as Windows 8 or Windows 2016.
