Using the ScavengeBeforeFullGC and UseAdaptiveSizePolicy JVM Options

Issue

We are see resource utilization to climb/double on a server. Will adding the following JVM options correct the problem:

-XX:+ScavengeBeforeFullGC
-XX:-UseAdaptiveSizePolicy
```
