qpid-config allows more than maximum number of journal files per queue in qpid broker

Issue

I was trying to create a queue consisting of 128 journal files using the qpid-config - it doesn't report any errors and finishes with success.

But the queue seems to have actually only 64 journal files instead of 128, when examining data-dir (/var/lib/qpidd/rhm/jrnl by default).

Although the qpid-tool still shows 128 files..

Why I see different number of journal files on disk and via QMF? What is the maximum of number of journal files per queue?
